P. Holland, an Irish-born American immigrant,2 applied the horizontal rudder to the submarine boats he was developing and his design was taken up by the Admiralty who placed the contract with Vickers for five Holland boats in 1900. It was the beginning of an association which has extended to the Upholder Class, announced in 1979 for building in the 1980s. Thus it was that the ‘submarine’ first appeared in the Royal Navy in 1901. The first Holland boat was 63¾ x 11¾ x 10ft draught on the surface; it displaced 104 tons on the surface and 122 tons submerged.

Although designed to work with the Fleet on the surface as a scout vessel, possibly in weather too severe for a destroyer, there were many accidents culminating in two collisions in January 1918. Many of the crews were lost and the Class was phased out of service in the 1920s. At the insistence of Commodore (S) S. S. Hall the M Class was embarked upon following the development of the German U-cruiser. Three boats were completed, each with a 12in gun. This was replaced on one with a seaplane: the other was converted for minelaying.

One account states that she was torpedoed by U-27 in the North Sea; another that she was sunk by SMS Strassburg in the Heligoland Bight. E5 was lost, reason unknown, in the North Sea on or after 7 March 1916. E6 was mined on 26 December 1915 in the North Sea. E7 was blown up by Turkish forces after becoming trapped in anti-submarine nets in the Dardanelles. E10 was lost, cause unknown, in the North Sea on or after 18 January 1915. E13 was interned by the Danish authorities on 18 August 1915 after running aground at Saltholm while under fire from German destroyers.
