One, enacted before the end of 1898, made various provisions for the construction of railroads and extended the homestead laws to Alaska. The size of the homestead plots, however, was arbitrarily restricted to 80 acres in contrast to the 160 acres allowed in the contiguous states, and the burden of the survey had to be borne by the applicant. 16 The other major piece of legislation provided for the punishment of crime in Alaska and gave the territory a code of criminal procedure. This act was very complex.

The Russian government eventually decided to sell Russian America to the United States since the colony by then had become a financial burden. Rivalry between American whalers and fur traders and their Russian counterparts first drew official attention of the United States to northern North America. Russia's policy of excluding foreign vessels from Russian American waters had displeased Secretary of State John Quincy Adams and led to negotiations that resulted in the Conventions of 1824 and 1825, which admitted American and British vessels to Russian coasts in the north Pacific.

Gordon Harrison was an associate professor of political science at the University of Alaska, Fairbanks. He taught courses and conducted research for the university's Institute of Social and Economic Research. He has also worked as a consultant to government and industry. His published writings include Alaska Public Policy (editor and co-author) and A Citizen's Guide to the Constitution of Alaska. Harrison is currently associate director of the governor's Office of Management and Budget. Andrea Helms, professor of political science at the University of Alaska, Fairbanks, is a specialist in comparative politics and public law.
